Yes — but with important caveats. Greece officially regulates taxi fares, and the Athens airport fixed rate (set by Attica Region decree) covers the route between Athens International Airport “Eleftherios Venizelos” and the Athens city centre ring road. Beyond that boundary, the meter runs.
The official fixed airport rate is €40 during the day (05:00–00:00) and €55 at night (00:00–05:00) for destinations within the city centre boundary. These are set rates — a legitimate taxi driver cannot charge more. However, destinations outside this zone (Glyfada, Piraeus, coastal resorts) are always metered.
